Newton Fund: Building Science and Innovation Capacity in Developing Countries

Extended Description

Administered by the Department for Business, Energy and Industrial Strategy (BEIS) and governed by a board chaired by the Minister for Universities and Science, the Newton Fund is part of the UK’s official development assistance project. It aims to develop science and innovation partnerships that promote the economic development and welfare of developing countries.

For the next five years and from a total spend of £375 million, research projects and partnerships will be funded in three broad categories:

  • People – improving science and innovation expertise (known as ‘capacity building’), student and researcher fellowships, mobility schemes and joint centres.
  • Research – research collaborations on development topics.
  • Translation – innovation partnerships and challenge funds to develop innovative solutions on development topics.

As part of the UK’s Official Development Assistance (ODA), the Fund forms part of the UK’s commitment to spend 0.7% of Gross National Income on development aid. The Fund’s primary focus is to develop partner countries’ long-term sustainable growth and welfare through building research and innovation capacity.

Calls will be opened at different times throughout the duration of the programme.

Eligibility Criteria

Those eligible to apply will vary with each call and will be dependent on the partner countries’ development needs.

All schemes will feature relevant UK institutions, providers or researchers in partnership with one of the following eligible countries:

  • Brazil
  • Chile
  • China
  • Colombia
  • Egypt
  • India
  • Indonesia
  • Kazakhstan
  • Malaysia
  • Mexico
  • Philippines
  • South Africa and wider Africa
  • Thailand
  • Turkey
  • Vietnam

Eligible research topics will also vary per partnership and delivery partners will publish these when they issue a call for proposals.

Value Notes

Funding of £75 million is available each year until 2019. Following the results of the 2015 UK Spending Review, the fund will extend from 2019 to 2021 and will expand to £150 million per year by 2021.

It is expected that additional funding will be made available from:

  • Partner countries.
  • Private foundations.
  • Multi-lateral organisations.
  • Corporate partners.

The level of spend across the three streams will depend on the countries’ development requirements.

Terms and Conditions

Funding will be awarded through a competitive process which will be open to all interested parties and assessed against a set of criteria focused around addressing poverty in the partner country.
